Ecuador - M&E Specialist
to support the US Department of State’s Bureauof International Narcotics and Law Enforcement Affairs (INL) Office of WesternHemisphere (INL / WHP) Monitoring and Evaluation (M&E) Program in Ecuador.
and develops andmaintains an M&E data management, analysis, and reporting system andStandard Operating Procedures (SOPs).
Experiencewith technical writing or report production
Knowledgeor experience with international narcotics and law enforcement-related programs
Experiencesupporting the Government Accountability Office, Office of Inspector General,U.S. Department of State,
Departmentof Justice, USAID or other similar government partners.
Experiencewith Tableau, Power BI, or other similar business intelligence software
Highlevel of competency with statistical analysis and statistical programs such asSPSS or STATA
Experiencesupporting Non-governmental Organizations
Must be a US Citizen or Third Country National (TCN)or Local National (LN)
US & TCN ability to obtain and maintain a MRPTcertification
LN ability to obtain successful RSO vetting approval
Master’s Degree or two (2) years of post-graduateeducation
At least three (3) years of experience in monitoringand evaluation, strategic planning, foreign assistance, and / or performance management
At least two (2) years of experience with datacollection and management
FSI Level 4 / 4 English and Spanish or equivalent
Proven ability to deliver a quality written productand presentations in English
Be based in Ecuador and able to attend meetings at theU. S. Embassy and other INL / WHP-partners in Ecuador
High level of knowledge of Ecuadorian laws, customs,current events, and governmental institutions
Experience in a customer-facing position, with theability to interact with government officials
Ability to travel to Washington DC or other placeswithin Ecuador
Ability and experience presenting results inpresentations and written reports
A moderate level of experience and competency withdata analysis and producing quality descriptive data visualizations
Basic knowledge of statistical analysis and softwaresuch as SPSS
Proficient computer skills including Microsoft Word,Excel, and Outlook
DUTIESAND RESPONSIBILITES :
Ecuador M&E Specialist shallwork with the M&E Coordinators, WHP, Posts, implementers, and all otherrelevant partners to determine the most effective and efficient data collectionmethodology for selected indicators and shall be in charge of collecting alldata that originates from entities within Ecuador.
Data collection effort mayinclude (but are not limited to), submitting data requests to host governments,partnering with NGOs or other government partners, researching open source data,working with private entities, or designing and implementing surveys,interviews, or statistical modeling.
Other duties include :
Serve as the subject matter expertin all INL / WHP programs in Ecuador and coordinate with the D. C.-based team in orderto ensure the measures being developed are as standardized as possible acrossthe Region.
Draft VDFs, PMDFs, and DCTs forselected indicators and work with their DC based counterparts, implementers,and Post in order to determine how the data will be collected, displayed, andreported.
Design measures and collect thedata for smaller and more local projects, which shall be done in coordinationwith the DC based team and will help ensure work plans, implementer DCTs, andother strategic documents meet WHP requirements and standards.
Respond to data calls and producewritten and oral reports and presentations on performance measures whenrequested.
Brief decision-makers whenrequested and will ensure continuity of operations by guaranteeing the transferof all data, standard operating procedures, and knowledge are transferred tothe appropriate INL / WHP staff upon completion of the contract.
Oversee collecting all performancemeasure data in Ecuador compliance with the INL / WHP reporting cycle.
Ensure all data, knowledge,documents, and systems are properly turned over to their INL / WHP-Postcounterpart(s) and that those counterpart(s) are adequately trained on allindicators, data collection methods, and sources in order to ensure theircounterpart(s) are able to continue collection and reporting.
