OverviewBackgroundThe Civil Society Assistance ( CSA ) Program is a USAID-funded program implemented by Counterpart International in Ecuador which aims to support, strengthen, and sustain the critical work of civil society organizations in increasing broad-

  • based citizen engagement with national and local government. Counterpart will support a small group of experienced Ecuadorean civil society organizations (CSOs) to achieve this goal through the following objectives : 1) increase civil society engagement to promote transparency and accountability at the municipal and national levels;
  • 2) expand citizen engagement with central and municipal government as allowed under Ecuadorean law, and 3) strengthen the technical and financial capacity of CSOs and in their efforts to establish mutual support networks and set examples of transparency and accountability to maintain CSOs’ independence.

    Within the scope of objective 3, Counterpart conducted a baseline Organizational Development (OD) assessment on three local CSOs in 2014.

    This consultancy will support the conclusion of the OD process in Ecuador by designing and facilitating a final assessment of the organizations using Counterpart’s OD methodology.

    The Project is seeking one (1) expert Organizational Development Consultant to lead the facilitation of the organizational development assessment of (3) three local civil society organizations in Ecuador.

    The selected Consultant will also support the finalization of design of the assessment and will travel to Ecuador for in-

    person facilitation in June 2019.ResponsibilitiesKey ResponsibilitiesThe consultant will work directly with Counterpart’s Program staff and local Activity support to prepare and facilitate three, OD assessments in Quito, Ecuador on June 10-

    June 14, 2019. Specifically, the consultant will : Workshop Preparation and close outReview OD assessment tools provided by Counterpart International and adapt them to an effective and tailored assessment process.

    Draft all materials needed for the assessment (agenda, presentations, handouts, etc).Conduct calls with the 3 organizations to ensure assessment is tailored and meets expectations.

    Write a report in English detailing the assessment outcomes and scores for each organization.Workshop FacilitationFacilitate three, OD assessments in Quito, Ecuador organize session materials, handouts, etc.

    Carry out other tasks as assigned to ensure the assessment runs smoothlyParticipate in debriefs throughout the week with Program Staff as neededQualificationsSpanish speaker with native or near-

    native fluency; English fluencyMinimum of eight (8) years of experience facilitating highly participatory workshops for adultsStrong knowledge of adult learning theory and participatory methodologiesMinimum of five (5) years of experience working in non-

    governmental organizational programsExperience working at or with civil society organizations in Latin AmericaMinimum of five (5) years experience designing and implementing capacity development activities for non-
