The Civil Society Assistance ( CSA ) Program is a USAID-funded program implemented by Counterpart International in Ecuador which aims to support, strengthen, and sustain the critical work of civil society organizations in increasing broad-
2) expand citizen engagement with central and municipal government as allowed under Ecuadorean law, and 3) strengthen the technical and financial capacity of CSOs and in their efforts to establish mutual support networks and set examples of transparency and accountability to maintain CSOs’ independence.
In an effort to foster transparent and accountable governance in Ecuador, Counterpart has been supporting the Open Government Partnership (OGP) initiative in country.
This has included support for OGP events and supporting local CSO organizations and public institutions during the co-creation process of the country’s first National Action Plan (NAP).
With co-creation complete, Ecuador’s OGP Working Group is now working to finalize the last phase of public consultations and commitments that will encompass the NAP.
The OGP Working Group is comprised of members of the Transparency Office of the Presidency, civil society organizations and representatives from the private sector and academia.
The selected consultant will provide technical assistance to the OGP Working Group to help draft and finalize the commitments for the National Action Plan and support the design of the NAP public consultation process.
The Project is seeking one (1) local or international consultant to provide technical assistance to Ecuador’s OGP Working Group to help them finalize their first National Action Plan and design the public consultation process.
The consultant will review draft commitments and provide inputs on thematic and technical issues. The consultant will work with government officials, CSO’s and academics to ensure the commitments are practical and use their technical expertise to help finalize the commitments and ensure a high quality, ambitious NAP.
The consultant will be responsible for leading the process to finalize the commitments, however they will also be expected to collaborate and work with all stakeholders.
The commitments and responsibility of this NAP lie with the Ecuador OGP Working Group, and the consultant must be able to balance both the individual and team-oriented work.
