SAIC isseeking a Senior Advisor tosupport the U.S. Department of State’s Global Defense Reform Program (GDRP)embedded within the Ecuadorian Ministry of Defense (MOD) .
Thesenior advisor will be responsible in assisting the Ecuadorian MOD developtheir Cyber Defense / Security capacity.
CyberDefense / Security Capacity Development
Cybersecurity standards and policy development
Computer Security Incident Response
Information Systems Vulnerability and Risk Assessments
Network Administration and Systems Engineering
Cyber Defense standards and national policy development
The dutiesand responsibilities include but are not limited to the following :
Provide advice related to organizationaldevelopment, interagency cooperation, and developing training programs toassist MOD capacity development.
Develop plans and strategies to forgeinteragency partnerships in international environments.
Assess training needs and requirementsfor effective implementation. Provide policy, operations analysis,recommendations, and reports.
Participate in senior level meetings,seminars, and exercises to provide expert level military input to help maintainand develop the ability to respond to emerging issues appropriately.
Lead overseas assessments of host nationMinistry of Defense capacity in GDRP area of focus, as well as assess theimpact of planned or current programmatic activities and propose remedialactions.
Draft memos and reports to provide expert analysis regarding Ministryof Defense programs and assessments.
Maintain knowledge of contemporary,professional military operational and management principles, techniques, andissues, and recommend which are appropriate for international application.
Provide advice related to organizationaldevelopment, interagency cooperation, and developing training programs to theMinistry of Defense’s capacity in specified GDRP focus areas.
Draft memos and reports to provide expertanalysis regarding cyber security and cyber defense programs and assessments.
Required Educationand Experience
Bachelors and eight (8) years or more ofrelated experience; Masters and six (6) years or more experience.
Must have reached, at a minimum, therank of O-5 in the military or equivalent (i.e. FS-02 / GS-14) in a civiliancapacity.
Medical requirements will be defined atthe Task Order level, where applicable.
Six (6) years of experience withinteragency coordination.
Prior demonstrated experience in a jointoperating environment.
U.S. citizen with either a SecurityClearance or a Moderate Risk Public Trust (MRPT) Certification or the abilityto be granted either will be required.
Excellent written and verbal English communication skills.
Proficient across MS Office Suite.

Cultural knowledge of Latin America
Foreign language proficiency (Spanish)
Prior embassy experience
Prior experience working with State Department in support of GDRP initiatives
