Title : HR Officer II, Ecuador

Div / Dept : Global Human Resources

Location : Ecuador Country Office

Reporting Relationship : HR Manager Bolivia, Ecuador & Brazil


This position is responsible for coordinate and support HR Service delivery in countries assigned. The position will work closely with the Country Director and the Senior Management Team to drive HR Strategy in line with the Country Strategic Plan and Annual Operating Plans.

The position will collaborate with the Global HR Service representation for delivery of services through the Global Shared Service, reporting directly to the HR Manager for Bolivia, Ecuador & Brazil.

Strategy (Global and Country - CSP AOP)

  • Support the process of Country Strategic Plan and Annual Planning across CO's, including workforce planning.
  • Ensure HR Strategic Planning in the respective Country Office.
  • Acts as a Champion in leading various local and Global HR initiatives int the respective Country Office.
  • Talent Acquisition

  • Responsible for recruitment of CO level positions with support from HR Global Shared Services and HR / Admin Officer.
  • Review and Ensure JDs, Develop Recruitment Strategy, Review and Screen Applications, Make Interviews, and Negotiate formal employment offer.
  • Submits the online investigation requests and assists with new employee background checks.
  • Talent Management

  • Ensure the end to end Employee Experience in the Country Office including following;
  • Onboarding

  • Oversee CO Onboarding and Onboarding process.
  • Facilitate benefits and internal policies / procedures orientation for CO staff
  • Off-boarding

  • Oversee a CO Off boarding process.
  • Ensure completion of the employee exit checklist including logistics and separation from exiting benefit programs; Conduct Exit Interview.
  • Employee Engagement

  • Collaborate in the development and execution of Country Office Engagement Action Plan working in collaboration with the SMT in each Country Office.
  • Performance Management

  • Support the process of Performance Improvement Planning working with respective managers
  • Assist the Training on Performance Management
  • Learning & Development

  • Work with the country office to identify training needs.
  • Assist GHR training interventions and follow up as needed
  • Facilitate training around key policy and procedures and benefit programs i.e. Sexual Harassment, Discrimination, Benefits and Comp Programs
  • Employee Relations

  • Provide consultation in staff disciplinary process in order to ensure compliance with organizational standards and serves as primary advisor to management on appropriate actions for prevention and response to employment related legal concerns.
  • Address all employment legal issues with local external lawyers and represent ChildFund when needed. Support managers on any employment issue.
  • HR Operations

  • Support and keep human resource metrics updated (i.e. turnover, employee relations issues, staffing challenges, etc.) and recommend appropriate solutions.
  • Oversees ongoing update of Employee Data and records in HRIS in collaboration with GSS Staff and HR and Admin Support staff in CO.
  • Work with CO specific HR & Admin Support staff to ensure delivery of HR Services assigned.
  • Safety and Security

  • Will work in collaboration with Global Director, Safety and Security to accomplish following;
  • Support and ensure training to build capacity and resilience in staff.
  • Provide safety and security support (including risk assessments) to staff deploying to emergency response and assure they have appropriate equipment and training.
  • Participation in relevant networks for information sharing, learning and best practices.
  • Payroll and Compensation

  • Ensure and oversee the payroll processing
  • Support the Annual Merit Process in collaboration with the Country Director and HR Manager.
  • Policies and Procedures

  • Review Employee Handbook (Every 2 years) to ensure compliance with local labor laws.
  • Keep abreast with local employment and regulations in country and recommend appropriate changes to policies and procedures in time.
  • Child Safeguarding

  • Remain alert and responsive to any child safeguarding risks, acquire relevant knowledge and skills which will enable her / him to promote strong safeguarding practices, understand the child safeguarding policy and procedures, and conduct himself / herself in a manner consistent with the Child Safeguarding Policy
  • Key Interfaces

    Internal : Country Director, managers and staff, HR Manager and Global HR team.

    External : Employment legal advisors, candidates and Recruitment agencies, other HR vendors, HR professional networks


  • 4-6 years relevant experience in progressively roles in human resources; minimum of 2 years’ experience in HR Specialist roles in country.
  • Good knowledge of HR business processes such performance management, workforce planning, talent acquisition, competency frameworks, learning & development, succession planning, culture, and staff care.
  • Ability to work effectively in a multi-national, matrix environment
  • Experience utilizing various HRIS and learning platforms and tools
  • Excellent interpersonal, communication, organizational, customer service, consulting, and influence skills
  • Demonstrated experience building collaborative relationships with both internal and external stakeholders, including appropriate vendors
  • Essential :

  • Oriented problem solver with good analytical skills, organizational and communication abilities
  • Good level of written and spoken English and Spanish
  • Experience with Microsoft Office. Proficiency in Excel required.
  • Experience in Payroll, Recruitment and Organizational implementations.
  • Excellent client service skills.
  • Ability to work in team-oriented environment.

    Degree in Human Resources Management, Communication, Organization Development, or a closely related field strongly preferred.

    Relevant certifications also a plus.
